หนึ่งในนโยบายด้านเศรษฐกิจและการค้าที่ไต้หวันเร่งสนับสนุน คือ การมุ่งเป้าขับเคลื่อน 5 นวัตกรรมที่สำคัญของประเทศ คือ Green Energy, Biotech & Pharmaceutical, National Defence, Asian Silicon Valley และ Smart Machinery ที่อยู่ในพื้นที่เมืองไถจง โดยคาดว่าในปี 2017 นี้จะมีอัตราการเติบโตทางเศรษฐกิจประมาณ 1.92% โดยมีมูลค่าการส่งออกอยู่ที่ 280 พันล้านดอลลาร์สหรัฐ และมีมูลค่าการนำเข้าอยู่ที่ 230 พันล้านดอลลาร์สหรัฐ โดยที่ไต้หวันอยู่ในลำดับ 4 ของการเป็นประเทศส่งออกเครื่องจักรกลของโลก
เมื่อไม่นานมานี้ MM MACHINE TOOLS & METALWORKING ได้เข้าร่วม TITRA MEDIA TOUR ซึ่งจัดโดยสภาส่งเสริมการค้าและการส่งออกแห่งไต้หวัน (TAITRA) โดยได้เข้าเยี่ยมชมกระบวนการผลิตของโรงงานในไต้หวันทั้งหมด 10 โรงงานด้วยกัน และนอกจากนั้น ได้เข้าพบกับ Taichung City Government Economic Development Bureau
โดยทาง Taichung City Government Economic Development Bureau ได้ให้ข้อมูลเรื่องแนวทางการพัฒนาอุตสาหกรรมในส่วนของ Smart Machinery ว่าความมุ่งมั่นของรัฐบาลไต้หวันที่ต้องการขยายการส่งออกและทำให้ประเทศไต้หวันเป็นศูนย์กลางชั้นนำสำหรับ Smart Machinery โดยแผนงานสำคัญในการทำให้ไต้หวันเป็นอุตสาหกรรม Smart Machines คือ การเพิ่มแผนระยะกลางและระยะยาว สำหรับการพัฒนาผลิตภัณฑ์ ทั้งการพัฒนาเทคโนโลยี และการสร้างระบบนิเวศเชิงอุตสาหกรรมสำหรับ Smart Machines บนพื้นที่ที่เหมาะสม
โดยยุทธศาสตร์แรก คือ การเชื่อมประสานอุตสาหกรรมท้องถิ่น โดยการสร้างศูนย์ Smart Machine ที่เมืองไถจง ซึ่งสามารถเชื่อมต่อไปยังเขตปกครองชางหัว หยุนหลิน และชิอายิ ผสมผสานความสามารถของอุตสาหกรรม มหาวิทยาลัยและสถาบันวิจัย เป็นต้น
ไถจงเป็นเมืองที่มีสภาพแวดล้อมทางภูมิศาสตร์ที่เหมาะสมต่อการรองรับการพัฒนานโยบาย Smart Machine โดยมีทั้งโครงการท่าเรือ และท่าอากาศยาน เทคโนโลยีเครื่องจักรกลความแม่นยำสูง ความสามารถทางการวิจัย และการพัฒนามากมาย ทรัพยากรมนุษย์คุณภาพ และโครงสร้างพื้นฐานที่เพียงพอ
ด้านยุทธศาสตร์ที่สอง คือ เชื่อมประสานอนาคต ทั้งการสร้างเทคโนโลยีล้ำสมัย สร้างโซลูชั่นที่เป็นระบบ อีกทั้งยุทธศาสตร์ประการที่สาม คือ เชื่อมประสานกับต่างประเทศ คือ การยกระดับความร่วมมือ และการแลกเปลี่ยนทางอุตสาหกรรมในเครื่องจักรกลอัจฉริยะกับยุโรป สหรัฐอเมริกาและญี่ปุ่น รวมทั้ง ขยายตลาดต่างประเทศ ด้วยการส่งออกโซลูชั่นการบูรณาการระบบ และส่งเสริมเครื่องกลึงขนาดใหญ่ของไต้หวันในตลาดเอเชียตะวันออกเฉียงใต้ และเสริมสร้างการออกโปรโมชั่นเครื่องจักรกลอากาศยานอัจฉริยะให้กับตลาดต่างประเทศอีกด้วย

Taiwan machine tools industry has been playing a key role in the global market. As a small island economy, Taiwan makes industrial machines that are geared mostly for export. 80% of the total machines tools turnout, are exported to over 138 countries across the world, making Taiwan the fifth largest machines tools export countries behind Germany, Japan and Italy
The intelligent machinery initiative, one of the ‘five plus two’ innovative industries proposed by President Tsai Ing-wen, aims to upgrade Taiwan’s precision machinery into an intelligent machinery industry with an eye to creating jobs, expanding the export of turnkey solutions, and making central Taiwan a leading hub for smart machinery.
The Ministry of Economic Affairs has therefore proposed a Smart Machinery Development Program to infuse a broad range of intelligent elements into the precision machinery industry, the program will consolidate the technological services industry and develop total solution capacities so that manufacturers can provide innovative, customized, and smart products and services under their own brand names. This will not only boost the competitiveness of Taiwan’s Intelligent machinery industry, but also provide more user-friendly products and improve the quality of life.
Taichung City features a 60Km industry cluster the affects the entire world, including comprehensive upstream and downstream supply chain system for the machine industry as well as the aerospace components industry. Whereas the promotion of development for the smart machine and aerospace industry was based on the characteristic foundations of existing industries within the central region. With the extremely mature techniques for machine tools industry of the present phase, it is equipped with the capacity for collaborative development with the aerospace industry.
